The Provincial Assembly of the Punjab Privileges Act, 1972 provides for the privileges of the Provincial Assembly, its Members and its Committees. It addresses member immunities, Assembly precincts, witnesses and documents, breach of privilege, offences, procedure, appeals, and related institutional powers.

Sections 11, 11A, 11B and 11C create the statutory sequence relevant to a Judicial Committee: scheduled acts or omissions may constitute breach of privilege; a qualifying breach is an offence; the Committee on Privileges may make a reference; and a Speaker-notified Judicial Committee proceeds on receipt of that reference.
